There are some exciting developments in Congress this week and we need your help!
The House Budget Committee has voted on and passed the American Rescue Plan Act of 2021 which clears the path for the coronavirus relief stimulus package to advance to the House floor soon.
The American Rescue Plan Act of 2021 includes $150 million in emergency funding for Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program and $250 million for Community Based Child Abuse Prevention (CBCAP).
If approved by Congress, the $150 million for MIECHV allows for the following uses of funds:
An additional $250 million for CBCAP would help support local community efforts to prevent child abuse before it occurs by providing funding directly to local organizations that are working with families. Unfortunately, North Carolina’s current grant for CBCAP is $1,105,033, and we have not received additional emergency CBCAP funding during the pandemic. Additional CBCAP funds will enable us to expand child abuse prevention efforts to meet this critical moment.
We expect the House to vote in a few weeks, and the Senate to take action in early March. We will keep you updated. In the meantime, please urge your member of Congress to prioritize MIECHV and CBCAP in this package! Below is sample language you can use in your outreach efforts.

Dear Member of Congress:
Please include $150 million in emergency funding for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program in the next economic stimulus package.
MIECHV-funded home visiting programs are even more of a lifeline to families right now. Home visitors ensure families are connected to essential resources needed to support them during this crisis, such as access to food or housing assistance.
For these reasons, I urge a one-time $150 million appropriation for MIECHV. This funding would complement the flexibility Congress has already given MIECHV to use the dollars on an emergency basis to meet a range of needs for families, including phones or tablets, formula, diapers, and other supplies. These funds can also help train home visitors in reaching families through virtual visits if needed.
